i own a GPW ap1 with stock rims, but i want to make my stock rims to black and should i
powder coat it or paint it> because if i powder coat the rim i heard that it makes the rim weaker.

I've never heard of powder coating them making them weaker. They will be baked. I wouldn't think it would be hot enough to change the metal properties. Powder coating looks good and its a tough finish.

What's the rough cost per wheel?

I wouldn't mind powder coating one of my sets as well! Probably go with black and finally tint my windows as well. I love the sleek look of all black on a car.

Cost really depends on your area... call around and they can probably give you a rough idea based on wheel size and how you want it done.
