Who can I complain to about my dealer?
I just came back from my dealer. They owed my a new front bumper due to a deep gouge that they put in it during prep. So I go to the dealer at 7am wait until 10am then they tell me that they can't replace it only repaint it.
I do not want a repainted bumper because eventually it will peal since it is urethane. So after an arguement and some deliberation I left the dealer without my new front bumper. I would like to lodge a complaint against the service department. Who should I contact? If anyone knows please leave the number and if possible a name of a person to speak to.
I feel like I was taken advantage of. They were quick to take my money, but now they don't want to live up to their promise.

This question always amazes me. You contact Honda of America, Duh. Where do you think they get their cars from? That they make them in the back of the dealership. NO, they all come from Honda, and if they are not being a good representative of honda, ie. bad service, then you complian to Honda. Look in your manual, amazing how many people never open that little book, and find the 800 number for HOA customer service and give them a call.
Am I being too harsh here or is this totally obvious?

On a second read of this, I realized that it is pretty harsh. The rule of thumb is, if you have a problem with a Dealership, don't hesitate to call the Manufacturer. The customer service number is always in the manual.

1) that was their word to you, tell them to stand by it and give you a nice rental car while they are repainting the bumper.
2) yea, they will need to repaint the bumper, or else, buy a new one and paint it since it doesn't come painted.
if this was an agreement with the sales person, go to the GM after calling the numbers provided to Honda's customer service.

Like Schaten says, a new bumper does not come painted from the factory. You will still need to paint it to match the car.
FYI, when they paint bumpers, a flex additive is added to the paint so that it will not peal off.
