Why can't I put back my tow hitch plastic cover?

Why can't I put back my tow hitch plastic cover?
Hi fellas.
Today I took out that little plastic piece to cover tow hitch on the rear bumper to just see what's in there
and now i can't get that in there!!!!!
I mean it goes in and it doesn't fit firm and it just falls off.
Those side clip things seem lose and don't do it's job holding on the the bumper.
Is it just one time use thing? Or do i have to push it in until i crap to let it stay?
Have anyone had this kind of problem????
I'm about to glue that POS....please help!

Mine pop-ed out and back in without issue, a couple times now. Had to put the hook on for a track day. Maybe you have it sideways or something. Otherwise, glue does sound like a good idea. Also maybe you could get a new one from the parts counter.
