Will fender rolling help?
im running a 245 on a 17x9+45 and my car is slammed on buddy club coils. i just had my rear camber set to -2.5 and rolled my fenders pretty good and only rub when i hit huge bumps. i didnt need to relocate my bumper tab luckily
you basically need to take a cutting wheel to it. remove the part on the bumper and on the inner fender. sand it down and dont forget to apply some rust prohibitor.
youll need to drill some new mounting holes. the most youll be able to go is about an inch further back. dont forget to replace the bolts head down to maximize clearance.

I did mine with a dremmel. I got a carbine blade for it to cut the tabs. I then drilled a hole about an inch back and put a new screw through it. Its not too pretty if you look inside my fender well but who cares, it works!
I rubbed before the mod on severe dips. After I was able to go 2 full turns lower on my Ground Controls and I dont rub at all...
BTW, I heard we dont need to use a rust prohibitor since the the fender is made of aluminum and wont rust. At least thats what they say on the streets

Little update: i ended up DIY'ed it with dremel, i snapped a few pictures, will post upon request
part:
10x dremel heavy duty wheel
2x dremel sander belt
masking tape
touch up paint
rust-proof primer
touch up paint
black silicone
when i took out everything, it looks to me that the tire is scraping more on the bumper tab then on the fender itself(like alot of you guys mentioned before). i shaved 1/3 of an inch of fender metal lip, sanded, primered it and touch it up with SS paint. i sanded out part of the bumper edge(you can see it's taking alot of rubbing since the paint is gone), and grinded the washer on the bumper bolt(was round, now it's more like a D shape). I can see paint rubbed off from the tire contact on the big washer aorund the bumper bolt, i grind a good size out of it so it will not catch the tires) all the metal edge is coated with RTV silicone for the final seal
rubbing is GONE for good, not bad for 3 hours of works(painfully cutting my beloved S , i think she cried a bit also
) and around 10 dollar worth of stuff.
again, BIG THANKS for helping me out
