Is this worth it
$2.9k for a shell? Would it be worth turning into a track beast or spend the extra and just get a low priced, but complete ap1?

I wouldn't think it's worth it. For how much it would cost for suspension/wheels, Drivetrain, body panels, etc you could probably buy a High mileage 2006! S2000 headlights alone cost $1000 new or $500 used.
If you are looking to go for a track monster maybe you should look into coparts.com they have a lot of salvaged/parts car that you could get for a great price and rebuild and they will be more complete because they are mostly totaled accident cars, just my thoughts. Good luck!
Edit: Here is an example, granted the bid is currently $4,450 but this car is a complete 2005 with 43,000 miles on it and the only thing missing are the seats, floor, shift boot and knob and and center counsel assembly. If you were looking to track I car in my opinion this would be a great start because the exterior looks greats and it needs minor things, and most likely if was a strictly track car it wouldn't have half the things stolen to begin with, really ashame this was totaled.

As a street car, no way!
As a track car, possibly, but I mean it doesn't have ANYTHING!! lol, so all the little OEM suspension components that you would retain would have to be sourced, PIA if you ask me.
I'd rather get a rolling shell, or find one with a blown motor and swap a J's motor in there.
