broken O2 senser again and CEL

broken O2 senser again and CEL
i got 2 CEL
P1456: evaporative emission control system leak
P0141: rear O2
02' stock car, 108k miles
these two doesn't seems related to each other to me, are they?
I replace my O2 senser 1month ago, but it broke again.
Apperantly the cat is broken inside.
My question, Can I leave the cat untouch ,use O2 fouler to make a distance between O2 and cat, and replace a new O2. so the cat will not break the O2 since the O2 is not inside the cat, will I get CEL from this?
or should I buy an O2 simulator?
I searched around, only found these one.

are there anyone less than $50 and plug and play?
Or used HTC/OEM cat?
I dont want to spend more than $100 to fix this problem.
The worst I will tired is throw in a testpipe, but i dont want to get a no cat ticket in socal
for the P1456, I checked my gas cap, it looks tight to me.
The cel came up when I ran 50miles after i pumped gas
will it be some other problem?
I will run for another 100mile to see if it will go off.

I had a broken 02 sensor in the CAT, that's the P0141 code. An element in the CAT broke so if you don't replace the CAT it'll happen again. I bought a used CAT and 02 sensor locally from someone else on here, cost me waaaay less than if I had bought new.

I just need a used cat but no one is selling it now

A couple of things.
1. This happens to people, but more common in FI cars that run rich and toast the cat element. The honeycomb chunks off and decapitates the secondary O2 sensor. You may hear a metallic rattle as the cat element bounces around inside the cannister.
2. Some people have said that a broken catalytic converter falls under the 8 year EPA "warranty" and that Honda has to replace it for environmental reasons. You could call your local (or maybe your non-local Honda) dealership to ask. The downside is that if you bring it in, they may not let you leave without replacing it... and if they don't cover it, that's $$$$. Technically, the cat will still "work" so it shouldn't be illegal to run a structurally broken, but functionally intact cat.
3. It is illegal to purchase and install a used cat without having the used cat independently tested. A shop CANNOT LEGALLY install a cat that you bring them... even if it's yours. It is easy to DIY.
4. New Hi-Flow cats are available.
5. New non-high-flow cats are available.
6. Spacing out your new O2 sensor with anti-foulers and running with your broken cat will relieve your CEL.
