Would putting a cold air intake on the s2000, or any car in general, decrease gas mileage. If so, is it noticeable? Any info is appreciated.

Well yes, if it improves horsepower. More air in leads to more fuel used leads to less mileage. The degree of difference in my care hasn't been noticable though.

Prior to putting on my K&N Aircharger, I was getting a consistent 22.5-22.9 mpg. After, I am getting 20.9 to 21.5. No other changes.

 

I am also getting slightly less with my JR and Spoon CAD, maybe 2 miles average less

 

CAI should INCREASE mileage, not decrease. You're pulling in a colder (i.e., more dense) air charge with less struggle from the engine. What you may be noticing is a decrease in mileage due to increased "pedal to the metal". Either way, for a CAI it will be unnoticeable.

You also have to consider that the better breathing may be throwing the computer off and this is contributing to the poorer gas mileage. VAFC adjustments may correct for this and give the added HP.
