Can someone explain this?
Sounds to me like you've got your rims mixed. You probably have both 9.5 wide rims on the right side and both 8.5 wide rims on the left side. Those are aftermarket rims so it's easy to put front and rear rims on the wrong end of the car. A 17 X 9.5 (+44) on the rear should stick out about an inch, so the left one should also stick out the same inch. If both 8.5 rims are on the front, then both sides should be about the same (ie, flush as you say).

Look, you have to take some responsibility of your own to resolve this. Nobody else is going to have a similar problem with the exact same causes. You already stated that you have aftermarket 3-piece rims. You already stated that it's possible they put them together wrong. I've given you some ideas about why they look the way they look. It's now up to you to do it little homework to find out exactly what you need to fix this. You need to determine if you've got rims that were put together incorrectly. You need to determine if someone has put the wrong rims on the wrong corners of the car (disregard the tires for now, they can be mounted on almost any width of rim). You need to determine the exact width of each rim and the exact offset of each rim on each corner before you even know if those items are correct.
If the rims were not put together correctly, get them fixed. If you've got the wrong rims on the wrong corners of the car, get that fixed. The solution is straight forward but ONLY once you have determined exactly what's going on.
I doubt this is a case of having different fenders installed on one side of the car but again, you must find out. We can't tell you if this is the case. Take the proper measurements to verify this.
