haha! You have an '04. "3 bars" doesn't mean the same to you.
In any case, try to re-trace all your vacuum lines according to this thread. It's not an '04 or an Ice Box, but the routing and direction of the lines will be the same. You may still have the two hoses crossed somewhere along the way.

I'd start with a scan. You've got a hard fault present. Hit the local auto parts and invest in an OBDII code reader. Or if your slick, you can do it with a paperclip and extract the blink codes.
go to local smog place and ask them if they can connect the scan tool to your obd2. it'll tell you why your check engine light is on. do not unplug your batt. do not reset your ecu. if you do that then your car has to re learn the way you drive.
don't worry, if your check engine light doesn't flash on you, then there won't be a big problem. check engine like is only on where there maybe a emission problem. if your check engine like starts to flashes while you are driving... then your engine maybe f...... you'll need to replace the cat and stuff.
so yea, get the scann tool to get the code. if your check MIL light is still on, go drive around for a couple days. if it's the system's problem is not severe, it'll turn off by its self.

I have a quick question. Do you hear a sucking sound as soon as you start the car? If this sucking sound is comming from the parts connected to the center frame, then you reversed the connections on the part you screwed to the "black box". This will pull a P0411 ODBII code. Been there, done that.
The error you describe sounds like a 'limp home mode' where the engine speed is restricted to such a low value.
Usually this happens with a "throttle position sensor" error.

Problem Solved!
The Crank Valve sensor from the assembly...well, one of the wires going into it had just barely come out. Hard to see being that its covered up by all the air tubes. So, the car works now (although the CEL is not going off) but a big improvement.
We had to look up the codes for the CEL and get a paper clip to use the adapter near the fuse box to decipher what the blinking meant. Thanks everyone for your help and for posting how the codes for the adapter....
