The thing about rust is that you want to get rid of most of it before you seal the area back up. Just using rust inhibiting paint will cause the rust to continue forming underneath and just chip away the paint you put on in a fairly short period of time.

I dunno why it's occurring, But I'd get in there and wire brush, sand to bare metal without removing metal from the spring and paint it up. Then I'd start putting money aside for a new set of springs for next summer!
