Cruise Control and Horn not working
I just bought my S2000 a week or two ago and today try to use my cruise control and it didn't engage. So driving along I try to hit my horn that didn't work either. So I checked fuse 47 under the hood and that was still good. looked at the horn and cruise those were connected. Did a search and I am guessing it is the cable reel but I am not too sure.
So whats working and whats not.
Cruise Control - Not working
Horn - Not working
SRS Light - is Off
Fuses - Good
Relay - Good
I pulled off the steering wheel to check all the wires on the cable reel but I didn't want to open it up and have the whole reel unravel. It looked and sounded fine. But I didn't open it.

Define "checked" the cable reel. Checked for power or visually?
I'd say its an electrical issue based on the combination. I'd start by diagnosing whether you're getting power to your cruise buttons since they're the easiest to get to. A $10 multimeter is your best friend. If you're not getting power then I'd diagnose whether where the power loss occurs. Possibly an issue with bad connectors from the column to the wheel.
If you're getting power to the cruise buttons and it just isn't engaging then I'd venture to guess that you need to tighten the pedal switches. They're easy to adjust and are a very common issue with our model.

The model is a 00 Berlina Black S2000
I visually checked I haven't done any electrical testing because I loaned out my multimeter. The cruise button on the dash switch comes on but the set button doesn't work. I guess I'll just switch out fuse 47 just to see but I highly doubt it's that.

I shouldn't be the fuse. I would wager that your CC pedal switches need adjusting based on your year model. Tighten the switches into the pedals and you should be cruising in no time. I'd do this even before testing w/a multimeter.
Also make sure that you're not resting your foot on the clutch
I haven't put together an idea on the horn yet so lets start at the top:
Have you visually ensured a horn is attached to the car? It should be mounted behind the front bumper cover and be easily visible in the center of the grille opening. Make sure the horn wire is connected to the horn. Its feasible that debris could knock the connection loose as it isn't very sturdy.
The horn grounds itself through its mounting bracket so you'd be checking to ground when the steering wheel is depressed.
Its all about determining where these circuits aren't being completed. Give these few things a shot and let me know how it turns out. There is always a possibility that its something completely random but the items I've listed are most common.
