It's a "RiteFit" cap wrench, model # A257. The catalog at the store specifically lists this one for the PCX filter. Here's a pdf of that:

I just tried it on an OEM filter, and it fits perfectly! Pretty good for $4










Any 80mm x 15 flute wrench should fit:
