They are internally balanced (approximate weight matching of pistons and rods and balancing of the crank) and externally balanced (crankshaft dampener).
Anything that can take 9200rpm has got to have balancing.

An inline four requires counter-balance shafts to be internally balanced. F20/22Cs do NOT have balance shafts. The crank pulley on an F20/22C IS a harmonic balancer - do not replace it with a lightened pulley unless you want to see how quickly an unbalanced 4-cylinder will come apart.
