In my opinion buying a stock bottom end is the most reliable way to go.

If no air passes the rings during normal operation would we still need a PCV system?

No. But, he reports a lot of air from dipstick, and no air through intake or exhaust. I hope you are right. But...

Yes.

The oil system picks up moisture from the air, so even with a perfectly sealed set of rings, the vaporization of said moisture during operation needs to have a relief, ergo the PCV.
