The lever is directly connected to one seat rail release mechanism and is connected to the other side by a wire cable. It is possible that this cable is fouled or broken. Carefully check under the seat to see if any foreign object is blocking the actuation of this cable. If so, remove it.
It shouldn't take undue force to move the seat. If it does, that means that the locking ears on the seat rails aren't releasing properly.

I don't think it's likely to be broken. If it is, you then have to figure out a way to release that seat rail locking fork from the rail while you hold up the lever to release the other side.
It is not possible to remove the seat unless you get access to the rear mounting bolts, and I don't know if that can be done without moving the seat forward first.

So my girlfiend who is with the car right now felt around under the seat, dug stuff out, and found a cable disconnected, its like a long cable wrapped in rubber with some blue sutff and then a ball at the end, that looks like it should slip into something, and its covered in this GOD AWFUL sticky stuff that is a HUGE pain to get off her hands. Where is this thing supposed to go? She felt around and tried sticking it all sorts of places but nothign helped the seat move. Any ideas or suggestions how to get that thing reattached?

anyway i got the seat out and found that the ball on the end of the metal cable had slipped out of the holder, so i re atached everything and put her back together. It woulda been funny if someone had tryed to steal my seats,,,they woulda been SOL on that one!
