But Why we got to Drill a 1/2 Hole to one of the foulers?

And were i got to drill it?

you drill the top fouler where the o2 sensor threads into then you thread the drilled fouler into the non drilled fouler then into the test pipe so essentially you are stacking the two foulers on top of each other before you thread the assembly into the test pipe - do this before you install the test pipe because you will need to rotate the whole assembly before the test pipe is installed so you don't twist the sensor wires.

Performance change should not be an issue, the rear o2 sensor is for measuring cat efficiency....very slick man....I'll be doin this to one of my customers wed night

Not if it's just the code for the cat O2 sensor. With the light on, if another sensor should fail, you won't know it since the light is already on. That other sensor "could" be a sign of something bad going on.
