You're talking about these? Number 10 (top and bottom)? Did you change the springs on your car?

Are you talking about the rubber spacers fitted in between the spring loops? Those are there for shipping purposes, from manufacturer to dealer. They should be removed, once the car is bought.

They are there to limit car movement, while being shipped overseas.

You don't need them, worst case you get some squeaking.

Well...Honda would have left them out if they weren't needed.

They do serve a purpose.

They center the spring on the top hat. And they damp noise/vibration. And they prevent the spring and metal tophat from scratching each other and rusting.

They also add about 1/4" or more to the ride height as a byproduct of their thickness.

Every single part on the car has its purpose.

Its probably not an immediate safety issue, but you should definitely replace it.

OP...at some point in the car's life...did the springs get swapped or changed out?

The spring insulators wear out on their own. I'm willing to bet anyone replacing their OEM shocks probably have worn rubber spring insulators. I agree though, they do serve a purpose, but your car isn't going to fall apart without them.
