missing at low rpm

2003 I have installed new plugs cleaned the throttle body and have run fuel injection cleaner thru it runs great at higher rpm's and also idles fine bucks and misses around 1500 to 2000 rpm with bit of a load

Do you have any CEL codes? Did you play around with introducing a new coil pack and moving it cylinder to cylinder to rule coil packs out?
