Need help determining if my hids are out or ballest

So you don't see any light output at all when you turn it on? My drivers ballast went out a few months ago, but before that I switched bulbs between the right and left. Just to see if it was the bulb. It would turn on with very low light output and it would flicker. It was also raining that day . So I dried it and put silicone over the wires to protect it from water. I bought a used ballast on eBay for like $120 used. After the install it would do the same. Took a while to figure out the problem. So I checked the fuse and sure enough the fuse was blown. The fuse is located in the car by the drivers foot well. Try that first and if that's not the problem then try new bulbs before buying new ballast. Good luck
