No spark issue
P1399 normally only appears with a P300 code random misfire code or P300x indicating the cylinder experiencing the misfire. Is your code reader capable of detecting all codes? The service manual does not indicate a singular P1399 code without a P300/P300x code at the same time.
Blocked EGR passage or fuel delivery fault or bad valve clearance seem to be a common causes of this fault.

Maybe, recheck or simply replace all the fuses associated with the ignition coils? Sometimes the fuses look good, but bad contact or hair line breaks make them no good.

Easy way to test fuses is test them in place using DVM.
Top of fuse has test points, where you can place meter probes. Set DVM to diode test mode (makes tone when there is a connection).
Quickly go through whole fuse panel, one fuse at a time. Never even have to look at meter. Place probes, hear tone, go to next fuse.
Note this doesn't test if fuse connection is corroded. So you could always use some small needlenose, pull each fuse out a little then back in, that should scrape a solid connection to fuse.
Sometimes when symptoms not making sense, check stuff that doesn't make sense. Like checking all fuses, not just the ones that logically could cause symptoms.

Finally able to get the car running right. The no spark issue was a bad ecu. Got a used one off Ebay and a CK100 programmer to reset the key codes. After the install and programming the car finally had spark but still didn't start. Cranking the car seem more difficult than before. Found out that one or two of the injectors was leaking fuel into the cylinders. I sent the injectors out to get clean and replace the fuel regulator too and everything started up great. Car runs like it should now.
