Default Paint prep.

I am replacing a dented fender with a used fender of another color. Can I just paint over the old paint or how should I prep it?

make sure to take it to a decent body shop.....

take it to a body shop, the paint will need to be stripped.

YES, strip it to the metal, then primer it sand, primer, wet sand, then paint it, then wet sand.

Everybody is saying strip it. I know that's the best wat to go but it seems pretty extreme. I've done a fair amount of repainting beofre withour removing and stripping the whole panel. Seems like you should be able to prime or seal the fender if its good a shoot another color over it??????
