with all this hype about plugs I decided to (for a second time) check my plugs. They were a tad on the loose side so I torqued them up a bit. But I noticed when I took them out for inspection (they were fine) that there was a ring of oil around the base of the plug and also a ring of oil around the base of where it screws in....... Is this normal?

Yes, this is not unusual. There are sealing rings around the spark plug tubes that keep oil that's splashing around the head from getting in. If they weep a littl oil, you'll get the "oil rings". If it really bugs you, replace the sealing rings when you next have the valve cover off (like for a valve adjustment).
