Default pulley making noise, please help w part #

so the upper most pulley in my engine is making a noise, it is shown in the picture below:

is that one the idler pulley, part #: 31190-PCX-000 (31190PCX000)?

also, do pulleys periodically go out, or is there something else wrong?

thanks!

here's a video of the noise (the rattling noise is what's coming from the pulley), do i need to replace anything besides the pulley itself?

You can press a new bearing into it if you want. It's a standard size.
