Wink Rear Driverside Tire Rubs?

Hi All,

After installing eibach springs on my brother's 93 civic hatch it appears that the rear rubs especially on the rear driverside to the point where the fender has cut into the tire. There is about a 2" gap between the tire and fender and the wheels are 15". What should I be looking for?

TIA

or maybe roll fenders?

it might be 2 inches but when you add weight and drive around its going to be lower. thats why its cutting the tire.
