remove rotors?
What can happen is that rust builds on the bottom of the screw where it sticks out on the back of the hub. If you go through brake pads fast enough and frequently remove your rotors for resurfacing, it should reduce the amount of rust that builds up.
Cobalt bit should take about 60 seconds to obliterate the screws though.

Out of curiosity, how much are new rotors? When I brake hard from 100-80mph I get some shudder.. I replaced the pads thinking they were worn, but they still had 25% remaining. I still get the shudder.
btw - I have used the impact driver and it stripped the screw, but this was on a Civic with 165k miles. Ended up drilling them out. Good advice on the cobalt drillbit.. I used a normal one and had a hell of a time.

You can try just getting your rotors resurfaced/turned. That may do the trick or you can get some brembo sloted rotors in the group buy forum for around $310.

Most likely your rotors are warped. Maybe from someone using an impact wrench to put your wheels on.
I know that what most people call warp is actually uneven wear due to some areas heat hardening more than others.



I usually drill and replace them too.
