Default Replacing upper and lower control arm bushing's

I want to install Megan racing upper control arms and replace the bushings in my lower control arms. I ran into this picture on the inter-webs and I was wondering how mandatory it is that I replace this hardware.

None of the hardware needs to be replaced, unless it is damaged during removal.

These bolts do get stuck with rust. If you can get it out without any damage, clean them and fully grease them with copper ease
