The right angle pipe on the exhaust?
Behind the cat and in front of the resonator is a 12 to 16 inch pipe welded perpendular to the exhaust pipe--pointing inboard toward the cernterline of the car. Can someone tell me what it is, its purpose, etc?

It's a hemholtz resonator, used to eliminate droning exhaust frequencies.
Helmholtz resonators have a very sharp frequency discrimination -- they are very effective against one frequency and do nothing for any others.
