Default Rust in engine bay

Does anyone have any advice re: removing this steel bar from the front of my 2002 AP1?

The bar is rusting bad and the screws won't budge. I've removed one of them using an impact driver but the other 4 are solid.
How can I get them out? I'm not concerned about damage as I've got a replacement bar and 5 screws ready to go on. Would you drill them out?

Edit: my pic is pointing to the rubber seal. I'm talking about the steel bar below it.

Getting bored of it now. I'm just going to chisel off the screw heads, lift the bar off and get some mole grips on what's left of the screw.

Vise grips will grab them no problem. Spray first, work back and forth, you don't want to break them off.

You're a much more patient man than me Billman.

I'll give it a try when it gets light.

Don't chisel, the metal beam the screws thread into is very thin and you will bend it up easily.

Well I was hitting it quite hard with the impact driver so I'm guessing the damage has already been done.

I am replacing the bar though. Or did you mean something beneath may get damaged?

i managed to get some stuck ones out by using a screwdrive that fit perfectly and putting all my weight on it while turning. otherwise I would do what billman says just vice grip em out

Must be some crazy rust on those bolts, they are such low torque bolts I would never expect them to be so hard to remove.

The rust is bad, hence replacing the bar rather than wire brushing it and repainting.

Haha I just did this to put my cooling plate on... I wasn't reusing the bar so when I finally got one of the end bolts off I pulled the metal bar up toward the next bolt and wiggled it around while using the driver, took a few minutes each bolt
