Its called a drill bit. You just get a drill bit that is about the size of the shaft of the bolt or a little bigger (you just guess on the size, this isnt brain surgery), then drill. You only need to drill through the bilt head.

For the dremel, search for 'dremel'. Its jist a rotary tool, and the bit you want looks like a mini cutoff wheel. Wear eye protection. You just carve a slot in the bolt head, so a flar head screwdriver will fit.

I suggest taking a big step back, so that you can self analyze your competence to work on such an important part of your car. It really seems to me that you are putting lives at risk.
