do brand new OEM Honda brake rotors need to be lightly turned before use, or is that uneccessary,,,,they can be used right out of the box?

there's a finish on the surface that should be taken off before you do any hard braking, but a few miles of light braking and/or riding the brakes with some older pads will fix that right up for you.

Can't you just use brake cleaner to remove it?

I've had no trouble just installing them and using them to wear off the new finish.. My last new set of rotors saw a few miles of stops before I bedded in a new set of competition pads and then I hit the track. Worked ok for me.

i just installed some freshly turned "old" stock rotors and bedded them in with brand new porterfield R4's. after parking to cooldown i inspected rotors and only the outer half of each outside rotor surface had material contact, the inner half untouched. it was equal on the left and right side.
i can send pic later

It does sound like either the pads or the rotors are not true. I had the same problem when some R4S pads fell apart on me (surface crumbled off) but have never seen it with new pads.

Almost all the rotors that you buy today come from the factory with a cross hatched finish that is "ready to go" even our good friends from china caught on to this process. only thing is the oil that comes on it to prevent corrosion which can be removed with soapy water or brake cleaner.

First off I have not taken my s2k brakes apart yet so I dont know how they work. On my 3000gt the caliper bolts would get crudded up and the caliper would not float on them smoothly and the pads would end up halfway on and off like you described. I would clean and lube the bolts and voila.

thanks...they feel fine with initial bedding in.

also, i put new r4 pads with assymetric thickness....inner pads have 10.6mm and outer pads have 9.2mm. the inners seem to wear out quicker, predominantly the left.

normally the r4 comes with only approx 9mm's, i got 3 with this extra thickness so i tried this.
