What is your criteria for when its engaging and disengaging? How do you know when it's happening?

make sure you dont hit the car cold, If the temp isn't up to normal than sometimes the ECU unit will just the vtec off

when it hits 6k usually it gets louder and pulls harder....but sometimes it will engage and then it wont pull as hard, it kind of feels like fuel starvation or that it disengauges from vtec for a second or two....i have a vafc (still stock settings) and there is a light that flashes when vtec hits...and it still stays on when it feels like the vtec is cutting out

check your oil level.

assuming you're not talking about a CEL, the "flashing" light could be your oil light letting you know there is not enough pressure, which is needed to engage the hi-cam profile.

you should always check the car's oil level. and yes, if your oil level gets too low, you will get exactly the kind of hesitation/stuttering you described.
