That is a fastener for your boot when the top is down. The boot keeps debris out of the area. I don't use mine much though. It just stays in my trunk.

I'm missing one of these fasteners and need a new one, what partnumber is it?

There is a name for that --- called Tenax fastener -- you can google it and buy a replacement

Nah... that's a retracted antenna.
It should protract as soon as you switch on the radio.
