You mean when you turn off the car?
The only whistle I can think of is if you have a cold air intake. Then it swooshes down sometimes.
Maybe have someone sit outside and listen to the engine and try to pinpoint where exactly it's coming from.

Yes when i turn off the car and the engine shuts down.
I have a cold air intake but i known what you meen and its not that sound.
My mind goes to a belt or something like that.
