There are some school administrators out there that are just whacked in the head.
This local story popped up Shirtless runners on the track team .
It seems the athletic director didn't like the BOYS track team running without shirts on a hot day.

I think back to playing hoops or soccer and it was always shirts vs. skins.

only rational I can think of is the AD is a perv and finds the boys to exciting to handle.
otherwise this is just PC gone way over the top.
