Default Time for a new PC, assit needed

Our PC from 2013 is tired. It bogs down, it often is too slow on start up, updates really muck it up. Once we get it going it's fine. I'd rather not deal with a new PC but I think it's time.
My PC is used for surfing the net, reading news, paying bills, editing pictures, no video games. I need storage since I hate to part with my pics and I've got a lot.

I would purchase a Microsoft Office key, I have no need for a subscription. No, I'm not spending money on a Mac.

Found this one on Dell. It seems to be most reasonable. Without getting technical, please don't get technical, do the specs on this one appear to suit my needs? I don't want to spend a ton of money. I like my monitor, is there any reason to think it would not be compatible, or a way to verify?

Thanks!

Processor
13th Gen Intel® Core™ i7-13700 (30 MB cache, 16 cores, 24 threads, up to 5.10 GHz Turbo) Operating System
Windows 11 Home, English, French, Spanish Memory
16 GB, 1 x 16 GB, DDR4, 3200 MHz Storage
1 TB, M.2, PCIe NVMe, SSD

Looks good. nice and fast. I would upgrade to windows 11 pro. I know you are into pics so I'd make sure it had the best video available. I use Dells at our biz they have good support. For notebooks we use Lenovo Thinkpad carbons and tablets.

My dilemma is my workstation is not Windows 11 capable so I'm hanging onto it until forced to get a new one.

I have both SSD and Dino ("dinosaur") hard drives so I need lots of bays. C: 1TB SSD, E: 2TB HD. F: 500G SSD, and I: 4TB HD. Yeah, lots of files going back many years.

Looks good. What type of video card does it come with?

I also need a new one. I prefer Apples IPad. Great security and ease of use.

Too small. I prefer a monitor and regular keyboard. I have a Kindle Fire on which I can also surf the net and that is fine if I want something smaller.

We have several of the large iMacs with lots of storage and huge monitors. I rotate hard drives for the Time Machine and extra storage for specific things like folders and pictures. I refuse to use the cloud.

Love the iMacs. It goes hand in hand with my iPad Pro for myself and wife. My iPad Pro (large screen) has the Magic Keyboard. Perfect for traveling and work, when I did work, LOL!

For traveling, my T-Mobile Samsung Galaxy served as a WiFi hotspot for the iPad. It worked so much better than the Surface Pro with AT&T cell chip in it that it saved my bacon retrieving flight plans and other company information on the road. The company finally trashed the Surface experiment and went all Apple. TMobile is superior for overseas connection and cost. No one outside of the US has even heard of AT&T or Verizon. TMobile is worldwide but I digress.

Not that any of this applies to Lainey's question about buying the Dell (go ahead Lainey, it's a good machine and should give you the ability to upgrade when necessary) but the 27" iMacs are no longer in production. The only model now is the 24" M1 processor version. I use a Mac Studio Ultra with a 48Tb (with a hot-swappable 12Tb drive in reserve) NAS for backup and storage. For playing around I use a Lenovo Slim 14 EVO machine running Win 11 Developer version. Totally agree about the iPad Pro and the magic keyboard.

I likely will order on Saturday. Tax free holiday in MA and Dell will participate, so to speak.
