What a dirt bag! I believe a sentence of cutting the grass in a cemetery with scissors for a year plus cleaning all of the headstones is proper.

I've said before, I never did military enlisted service.
So I might be off base with this assessment but I think in perhaps other time periods the Coast Guard might have been able to step up for this service man and his wife.
