Damn...forgot about the rule of equations. That was very good. I did get the hat thing. But why does my reasoning that all are different and have a value of 0 not hold up???

Since they are on top of each other, then you add.

Ummm... 6 + 4 x 5

Lacking parenthesis on the 6 and 4...

My ancient TI-86 calculator got the right answer (26). Last time I try this in my head.

If you go with Gene's answer of 26, then the hat has a value of 2. The caterpillar is no longer wearing a hat, so he is 5. But he has added a dot, so now he is 6. Two flowers equals 4. The value of the clock is 5. But I like the idea of 5 being 1700 and 6 being 1800. Really changes things!!!
