Does bug and tag cleaner remove wax?

Does bug and tag cleaner remove wax?

When I wash (every weekend), I occaisionally notice black flecks of a tough substance on my front bumper and near the tire wells. I can remove this with my fingernail if I'm careful. It looks like it might be road tar or something similar. I have some Porsche Tequipment bug and tar remover. If I use this, will it remove the wax on the surface? Does WD40 remove wax?
