just surface scratches or down to the aluminum?

A Porter Cable or rotary and someone that knows what they are doing should be able to get most of that out.

You can try some meguiars scratch-x on it. Did wonders on my friend's car and it had some nasty surface scratches. I was told scratch-x is probably one of the better by-hand scratch removers, if you want to save yourself the cost of buying a PC. They sell it at most car stores like pepboys/autozone.

Lowe's carries the PC and they actually sell it for the best price. They sell it under model number 7336SP.

You'll still need a backing plate, pads, and polishes though. Most of the items are not available locally. I don't know where you're located because your location reads Atlanta/Miami. If you are in Miami there are several detailing supply places maybe an hour or two north of you. Superior Car Care has several S. Florida locations and Autogeek is located in Stuart which is a little further north.
