Pics will definitely help, but you also need to determine if you have bare exposed metal or clearcoat on your polished lip.
If you rub in some metal polish and the rag turns black, you've got exposed metal. If the rag just gets a little dirty and not BLACK black then you've got a clearcoat on the rims.
If you've got clearcoat you need to polish them up with a paint polish. If you don't have a PC and polishes, I'd pick up some Scratch-X and try that out.
If you DO have exposed/bare metal lips I'd highly recommend some Autosol metal polish. It will take a good long time by hand to work them up to a high shine, so you may look into a more specific metal polish and tools or having a shop do the cleanup for you.
Let us know how it goes.

Virtually any metal polish will do to find out if it's clearcoated or not - as will Klasse AIO - I use it on bare metal all the time and it'll definitely come off black.
I wouldn't use Autosol on the clearcoat (if it's clearcoated), though - aside from testing. For that I'd use a paint polish.
