how long did it sit there before you washed it?

I had bugs on my civic and didn't care to wash it right away. A few hot days later it was a permanent paint job.

A bleach solvent! Yikes. Sounds a little rough to me.
The clay bar should work as suggested above. Perhaps try a polishing compound as well. Zaino Z5 maybe?
Whatever you do though, don't rub the spots very hard, since when they do finally disappear, you'll be left with fine scratch marks from your cleaning attempts that will show up in the sunlight.
