Default Removing a scuff

I have this white colored short line near by driver door that I can't get rid of. I don't know how it got there either. If you run your finger across it it's smooth and even with the body. No scratches or anything. What's a good and cheap way to remove this?

need more info...

if i was just going to guess with no more info i would guess the following:

1. wash & dry the car
2. clay the area you are talking about- i would use a clay that i planned to not use on the body if you are talking about a lower portion of the car (cant tell from your description). that clay would then be a wheels only clay imo
3. if its still there, polish would be next- if i knew more about the problem i could give an idea of what level of polish to begin with

got pics?
