I happen to be employed by that rocket company mentioned in the article and have used the product by the drum. Boeing developed a similiar product to protect metal as well call Boeshield.

Both of these can damage rubber so I'd advise caution when using around plastic or rubber on your car. The main design is protect metal. This is done by disolving wax in a solvent. After the solvent flashes off you've got a wax residue covering the metal which helps to seal out moisture.
Good stuff for tools and such, but I'd be careful using on the "S".

Yep, Both WD-40 and boeshield leave a layer of wax behind after the solvents flash off. So by sealing out the air you help prevent new or slow down existing oxidation.
I think you'll find the solvents help to remove some scalely rust but if you looking to stop rust then I'd recommend a product called "Ospho." We use it all the time at work to deal with rust on the ground support equipment. The launch pads are only a few hundred feet from the beach so salt air tends to cause lots of corrision problems.
