For really small ones, try www.autovisuals.com. Their paint "pen" worked well enough for me.

If your chip is bigger than 1/16 of an inch in diameter and goes through to the metal or plastic, be sure to use a primer and make and use the "sanding pencils" in the bettercare article. 1000-1500 grit wet sandpaper will work wonders smoothing out the primer. The paint will stick much better when you apply it, and if you wait a couple days, you can use a polish or rubbing compound to shine the new paint before adding clear (this also takes out any scratches from using the sanding pencils). If you don't use primer, it will often take the paint off if you try to polish it before adding clearcoat.
