From an outsider's point of view it's not a big deal. He bought the testpipe; it's his so he could sell it or do whatever he wants with it. Yes he changed his mind pretty quickly but stuff happens. He bought the testpipe installed for $125 and listed it for $140 obo.. if he simply wants to get back what he paid, that's a fair starting price. You can't expect someone to list it at $70 because cost of installation should have been $50+.
