OK folks! I've finally finished this modification. With the help of Modifry (I purchased one of his "Footwell Lighting Controllers"), I have lighted footwells. to Modifry; his controller works like a champ. Simple (albeit, you need to be a contortionist) as there are only a few wires to connect, and only one wire to cut. His instructions were also simple to follow; however, I do have a few addendum to his instructions to make it easier for the next person.
BTW, the blue neon lights are absolutely wonderful in the Suzuka S2000!
I will post my pics of the new lights, as well as the addendum, once this site's photo album problem is resolved; please keep all discussion of that in the correct thread, not here.
The tube of silicon on the floor in these photos was used to help the camera auto-focus. These three shots were shot with the Canon PowerShot G3 camera, set to ISO-400; all other settings were set to Auto. In reality, the lights are not quite as bright as shown here, but they are still bright enough. No external light was used in these pictures.
IMHO, the blue neon tubes accent the blue interior beautifully!
Step 1: Get everything together (attempt to find everything that you misplaced because it has been a few weeks since you received your package from Modifry):
Original Equipment Supplied by Modifry. Please note, I'm missing a couple of items that Bob did send; I must get better organized in the future.
Step 2a: Pick up additional items from Radio Shack (extra quick disconnects, extra 18ga wire, and a ring connector for the ground):
Step 2b: Pick up 12" neon lights. I picked mine up from Circuit City.
Step 3a: Cut two (2) pieces of black wire for the ground (one for the controller, and one for the lighting ground). Attach/crimp the ring connector to one end (both wires connected to the ring), and put a quick connect on each of the other ends. To be consistent with Modifry, you should use the female quick connects on the these ground wires.
EDIT: In the photo below, each of the two ground wires are 12" long. After the fact, I found that the one attaching to the controller could easily have been made only 2" - 3".
Step 3b: Remove the male quick connect on the ground wire of the controller module, and replace it with a new male quick connect that mates with the female quick connect above. The connector as supplied does not fit properly with the ones from Radio Shack (specifically talking about the ground wire - dark red for the tee connector).
Step 3c: Add quick connect to power (red) wire.
Everything - New ground wires, lights, etc. (missing a couple of connectors)
Installation
Step 4: Install the ground wires. I found and used the same ground lug as Honda had used under the passenger side dash. It is a slight PITA to get to, but I found that the pain was worth the effort, as I didn't have to tee into an existing ground wire. YMMV.

Step 5: Remove top part of passenger sill cover (this was missing from Modifry's web instructions, but he told me separately to do this). Remove white clip and then pull apart:

Step 6a: Disconnect the dome light wires and push them through, per Modifry's instructions.

Step 6b: Push the yellow and blue wires from the new controller, also per Modifry's instructions. Hint, put the two loose disconnects onto the yellow and blue controller wires before you continue, as it will prevent you from putting them on the wrong wire.

Step 7: Cut and strip white/blue wire per Modifry's instructions. Crimp the controller wires to the dome wires per Modifry's instructions (yellow controller wire to connector side dome wire, blue controller wire to the "loose" dome wire):

Step 8: Push everything back into the dash, and re-attach the side molding, and reconnect the dome light connector (per Modifry's instructions).
Step 9: Connect the controller ground wire to one of the new grounded wires.
Step 10: Mount controller on dash cross beam per Modifry's instructions, using zip-tie.
Step 11a: Mount driver's side light. I used two existing wire bundles to attach the light. Attempt to get the light as close to the dash as possible. Attach using zip-ties.

Step 11b: Fish wire from driver side to passenger side; there is room just above the knee plate to route the wire. No need to remove any plastic to do this.
Step 12: Mount passenger side light. Using supplied double side tape, attach the light to the two downward tabs behind dash as shown:

I used another zip tie (two in this case, as one was not quite long enough) to prevent the light from "twisting" off, as the tape is on the side of the light. Note also where the controller is mounted (two ties on left side of dash cross beam)
Step 13: Cut both sets of light wires for length. Ensure there are a couple of inches of slack so that the light wires can easily connect to the controller wires.
Step 14: Strip the light wires. Twist the two ground wires together and the two power wires (in my case, the two with white stripe) together. Catch/hint: Because these wires are much smaller than 22 gauge wire, even after they have been twisted together, you may need to solder them to give them some bulk for the crimp-on quick connects.
Step 15: Crimp on the ground and power quick disconnects, using the opposite gender as exists on the controller/grounded wires.
Step 16: Connect ground and power wires.
Step 17: Turn on lights to ensure everything works. If you did it correctly, it should work with no problems!
Step 18: Replace dash panel.
Step 19: Clean up mess.
Step 20: Go drive!
Step 21: (Optional) Take pictures of your setup and put in this thread!
