I can't send private messages

Ever since I changed my password, the system will not let me send private messages (I get an incorrect password response even when I retype the updated password in the correct field).

I can post, though...

In your case, it's because you have not been a Registered user long enough to use the Private Message system.

It still applies. There is both a time factor and participation, You will also need to post as well since one post won't allow the PM and profile access upgrade. So, look around. Introduce yourself in the introduction thread. Comment on an existing thread, etc.

You can also pay for a membership if you want to bypass that but payment for a membership is not required. Bear in mind that they are just trying to slow down or eliminate the spammer riff-raff.
