I tried accessing this URL using Netscape (4.75). I got back the response:
<%@ Language=JavaScript %>
This page uses frames, but your browser doesn't support them.
Netscape 4 *does* support frames.
Perhaps this could be addressed in "Phase 2"?

Netscape works now. I removed the offending line. See:
