Problem: Rich Text Editor,vB_Editor_QR_1192903_textarea
Similar text constantly appears in a pop-up box in the area where messages are typed. It's there now on my system.
Message related? Right now it's different: "Rich Text Editor,vB_Editor_001_textarea" The 001 leads me to believe it's related to the number of the message in the system. ??
Forum issue? My issue?
Randomly goes away and reappears when I move my mouse cursor on the screen.

No idea but are you still having this issue? What OS and browser are you using? Does it only happen in certain threads? If so, which thread(s)? Can you post a screenshot?
Anyone else having a similar issue?

The issue has been constant for a couple of weeks. Constant on my Win7 machine. Occasional on my Win10 box. Both run Firefox 66.0.2 64bit browsers. Only occurs on this forum. Moves around depending on cursor position.

From what I can tell, this is an alternate text hover similar to what happens if you roll over images on some websites and it shows a little description of what the image is. For example, if you roll over a member's avatar here, it displays a similar hovering box with a title of "[Username]'s Avatar". Likewise, if you hover over any of the buttons in the editor's toolbar, it'll show a description of what the button does. Many web browsers used to display these hovers in a yellow box, but it looks like they're moving to white or gray.
What I'm a little less clear on, and now working with tech to figure out, is why our editor's text box is showing a hover state in the first place. I'll keep you posted as I learn more, but the good news is that this hover is strictly a cosmetic thing on only your own view of the page. It won't appear in the submitted form of your post, and it won't interrupt any text should you type near it/behind it.
