Search Not Working?

Search Not Working?
Ever since V4 got rolled out, I haven't had any luck using the search function. When I enter keywords, and click SEARCH, I get a page cannot be display. If I then click on refresh button in IE, I get "Site will only allows you to do a search every 20 sec" or whatever.
What's the scoop? It happens here at work, and at home.
